The overall objective of the project (2 meuro) is to provide better conditions for economic growth, trade facilitation and expedite the process towards WTO accession and closer integration with EU market in Lebanon.
In particular, the project aims to support and build up the administrative and operational capacity of the Customs Administration in order to harmonise and simplify customs legislation and procedures in accordance with WTO rules via the upgrading and rolling out of the NAJM (Customs information system) and NOOR systems (direct electronic entry declarations) to the whole customs territory.
The main activities include:
- Reviewing trade facilitation mechanisms and improving procedures and controls which manage the movement of goods so as to reduce associated cost burdens and maximize efficiency while safeguarding legitimate regulatory objectives
- Establishing an automated and integrated clearance process on a single platform that is shared by all stakeholders in all international trade cycle;
- Building capacity of customs and sister administrations to operate and manage the new integrated system.
In addition, the project will simplify the process of import and export declarations by restructuring the customs inspection and cars’ importation procedures, physical exit of goods through the Customs gates, and by implementing E-Government, E-payment, paperless, post clearance, single window approach.
Studiare Sviluppo supported the Italian Customs administration in drafting the Project proposal, the work plan and budget and, in its role of Mandated body, was responsible for administrative and logistics support, including during training and visibility events, as well as contractual, administrative and financial management during contract implementation.
