The overall objective of the Twinning Project “Establishment of the Israeli National Qualifications Framework (NQF) as a mechanism to fostering the development of Israeli Human Capital” is to contribute to the development of Israeli human capital, by enhancing the quality of education and training, strengthening the link between education and employment by promoting equal opportunities for all individuals through lifelong learning to maximize national and international transparency as well as recognition of prior and informal learning.
The project purpose is to support the establishment of a functioning Israeli National Qualification Framework (NQF), and its alignment to the European Qualification Framework (EQF) meta-frame.
This will be achieved through:
- The identification and the establishment by Israel’s relevant administrations of an effective mechanisms to disseminate and consolidate the development and implementation of the NQF.
- The drafting of the Israeli NQF report, describing all the features of the NQF and including a proposed set of strategic recommendations, presented to relevant Israeli authorities. The report will be available in English, Hebrew and Arabic for wide dissemination and public consultation.
- Support to draft law regulating the National Qualifications Framework and its implementations presented to relevant Israeli authorities and includes the elements necessary to the promotion of lifelong learning and the importance of professional qualifications.
Eutalia supported the Italian institutional consortium composed by the Ministry of Education, University and Research and the Italian ENIC-NARIC centre – CIMEA in drafting the Project proposal. The award notice has been received in November 2017 and the Italian team shall complete the work plan and budget for signing the Twinning contract before April 2018, to start implementing the activities just after that.
Eutalia will act as Mandated body, responsible for administrative and logistics support, including during training and visibility events and the awareness raising activities.
