“EU@M-POS” is a technical assistance and capacity-building project funded by the EU’s Neighbourhood, Development, and International Cooperation Instrument (NDICI). It is designed to support and assist the Ministry of Internal Affairs of the Republic of Moldova, with particular focus on the Moldovan General Inspectorate of Carabinieri. This project aims to enhance public order and security, territorial control for preventive purposes, and the fight against national and transnational organized crime, as well as the digitalization of internal processes, in line with European and international best practices and standards.
Led by Italy’s Carabinieri, the project began on September 1, 2024, with a duration of 36 months and a total budget of EUR 1,995,665. Eutalia will provide support to the Carabinieri in the operational, administrative, and financial management of activities.
The project actions will be implemented by the Italian Carabinieri to benefit their Moldovan counterparts, through various training activities, advisory support, and technical consultancy in Moldova, as well as study visits and training sessions in Italy. These will focus on key aspects of police work and territorial control, including ethics, service management, community policing, human rights and gender issues, counterterrorism, and addressing asymmetric threats, judicial policing, public order, and combating national and transnational organized crime. Additionally, technical and operational requirements will be defined to initiate digitalization processes, with the support of Eutalia, to assist Moldovan institutions in field service management, IT tools, and the digitalization of workflows and documentation.
Citizens will experience these improvements through a better-prepared public order system and increased security. The implementation of digital solutions will enable law enforcement to respond more quickly and in a more coordinated manner.
This project represents a significant commitment to the structural improvement of Moldova’s security institutions, promoting a safer and digitally advanced environment. It is part of a broader commitment by the European Union and Italy to support Moldova’s security, independence, and alignment with the European Union, during a historically complex and politically unstable period.
