EU-ACT 2 is a cooperation project providing support to non-EU Countries to combat organized crime, enhancing their capacities to address threats from a rule-of-law perspective. This initiative is part of the EU’s Programme to counter Global Illicit Flows (GIFP).
With a budget of €13 million, active from June 2023 to May 2027, the project is funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and it is implemented through a collaboration between FIIAPP (Spain), CIVIPOL (France), and the Carabinieri Corps (Italy).
The goal of EU-ACT 2 is to contribute to the fight against organized crime and illicit trafficking along the “heroin routes” from Afghanistan to Europe, focusing on critical geographical areas such as South and Central Asia, East Africa, the Caucasus, and the Middle East. The intervention also aligns with Europol’s operational plans, with a special focus on high-risk criminal networks (HRCN) and the trafficking of drugs such as heroin and new synthetic drugs (SYD-NPS).
Project experts will act to strengthen the capacities of the police and judicial authorities of the beneficiary countries in conducting joint operations and investigations, improve skills in prosecuting cases of organized crime, and promote more effective transnational cooperation between competent authorities, in line with international standards and human rights.
Within the framework of the project, Eutalia supports Carabinieri Corps in the operational, administrative, and financial management of planned activities, thus facilitating the international projection of some of the best national expertise.
