The EU Twinning Light project Strengthening the overall capacity and effectiveness of the Agency for Energy Efficiency is part of the Instrument for Pre-Accession Assistance (IPA) and enhances cooperation between two countries – Albania and Italy – sharing both a deep historical legal culture and many institutional aspects, as well as the process of developing legal standards.
The project aims at assisting the Government of Albania and the Agency for Energy Efficiency (AEE), as tasked with achievement of the targets for energy sector, in the implementation of the European Green Deal’s objectives.
The specific objective of the project is to assist the Agency for Energy Efficiency in Albania in further developing the legislative and institutional framework to implement EU Acquis in the Energy Efficiency (EE) field and law 124/2015 on Energy Efficiency and to strengthen its capabilities by developing relevant tools and mechanisms to implement the new regulations.
The MS implementing partner is Gestore dei Servizi Energetici – GSE supported in terms of technical contribution by CSI Piemonte, and other Italian Agencies and Public Authorities active in the Energy Efficiency sector at central and local level.
Eutalia, as General Management Mandated Body, assists the GSE with the financial and administrative implementation of the project.
In particular, Eutalia will take care of the administrative and financial management and reporting, logistic and backstop activities, tendering/procurement, contracting, payments, monitoring, visibility, communication and event organization.
The Twinning Light officially started in July 2023. It involves more than 30 short term experts and has a duration of 8 months. The budget for the project is EUR 250.000.
