The Italian Ministry of Justice, supported by Studiare Sviluppo, and the Belgian Service Public Fédéral Justice, junior partners, the French Secrétariat général du Ministère de la Justice, lead partner, are the National Institutions responsible for the implementation of the Twinning project MA/ 15 ENI JH 01 17 (MA 48) “Renforcement des capacités institutionnelles de la Délégation Générale à l’Administration Pénitentiaire et à la réinsertion (DGPAR) du Royaume du Maroc”.
The overall objective of the project is to support the Moroccan penitentiary system by contributing to the respect of Human Rights and the consolidation of Democracy. The specific objective of the project is to strengthen the institutional capacities of the General Delegation to the Penitentiary Administration and Reinsertion (DGPAR), Beneficiary Authority, and the competences of the penitentiary actors through the establishment of a participatory framework facilitating the dialogue between actors, and a structured, specialised and quality training framework. The twinning project will be carried out with a view to continuing the process of penitentiary reform started in 2014, by supporting actions that will complement those already undertaken.
Studiare Sviluppo supports the Italian Ministry of Justice in drafting the Project proposal, the work plan and budget and, in its role of Mandated body, is responsible for administrative and logistics support, including during training and visibility events, as well as contractual, administrative and financial management during contract implementation.
The Project budget is 1,5 mln EUR and its duration is 30 months.
