The Project “White Smoke” – Exchange of tools and best practices for the fight against the illicit traffic of cigarettes (in particular cheap-whites) in the participating region, promoted by OLAF and the Italian Customs and Monopolies Agency with the support of Eutalia in the framework of HERCULE III Programme 2014-2020, aims to enhance the capacities of EU MS and IPA countries to contrast the financial loss in their budgets deriving from the smuggling of cigarettes, and specifically the so called “cheap whites”. The project consists in an analysis of national and EU legislation on cigarettes smuggling with a special attention to the cheap whites flows and supporting the exchange of best practices especially focused on threat assessment, risk analysis and prevention techniques in the participating Countries.
The main expected results consist in:
- improving practical co-operation;
- the identification of possible new fraud patterns and new threats;
- the increase in the enforcement capabilities of the participating Customs administrations;
- detecting illegal consignments;
- identifying the main routes followed in the Region; Consolidate the network of point of contacts;
- information sharing with the aim of implanting a better targeting system on the basis of a common approach to risk profiling.
The activities are organized in 2 working seminars and a final conference and are further supported by the disseminations of information and results via web.
